I would phrase that differently. I would say that bureaucracy is the problem. HR is has been designed to function as it does but the real problem is navigating red tape. Circumventing HR and getting directly to the hiring manager for instance is a much better path. Candidates who can figure out how to get past the bullshit to get seen is arguably a skill. :)
